What is the Talent Grooming Programme for Technical Healthcare Professionals (TGP)?

A two-year leadership development programme for MOH technical healthcare professionals with an emphasis on five competency domains: LEADERSHIP, INTERPERSONAL SKILLS, ORGANISATIONAL GOVERNANCE, PROFESSIONAL VALUES, AND PERSONAL VALUES. The participants, known as TGP Talents, will be enriched with leadership skills to prepare them to face future challenges in leading their organisations. The Talents will remain in active MOH service while undergoing on-the-job training under their dedicated supervisors and attending formal training provided by the TGP Secretariat at the Institute for Health Management (IHM), National Institutes of Health (NIH).
TGP is the first in-house leadership development programme dedicated to MOH technical healthcare professionals. By complementing the technical competency of healthcare professionals with leadership development via a structured training programme, TGP aims to produce a robust pipeline of well-prepared leaders at all levels to achieve the objectives and visions of MOH. Before TGP, leadership training was usually conducted at the departmental or hospital level, focusing on specific professions. Mostly, the training would be a single session of one or two days, delivered via lectures. By implementing a national-level leadership development programme via TGP, MOH technical healthcare professionals can participate in comprehensive leadership development that is customised to our health system as well as reducing the variation of learning modes in different settings.

Who is eligible to apply as a TGP Talent?

Applications are open to all MOH Technical Healthcare Professionals Grade 41 and above who are in active service. All interested applicants must have completed at least five years of service in MOH. Managerial and leadership experience is preferred but not compulsory.
There will be a maximum of 20 Talents from the six MOH technical programmes per cohort.
The application to become a TGP Talent is now fully online via www.mytgp.ihm.gov.my. Please be advised that only online applications will be considered.

What would the module of the TGP leadership development entail?

The module of the TGP consists of a series of ten formal training courses, on-the-job supervision and mentoring, project management, and execution. The outcome of the training will be evaluated via continuous assessment and final assessment.
All Talents will be working as usual in between the formal training courses. Engagement and discussion between the Talents and Supervisors should be performed regularly as part of the on-the-job training and continuous assessment. All Talents will be required to undergo the final assessment at the end of the two years.
No, the Talents are not required to pay any fees for the TGP training. However, any travelling expenses incurred throughout the programme will be borne by the Talents’ Pusat Tanggungjawab (PTJ).
